Nothing is more important to an agency than effective communication of ethical expectations and the ethical values of the organization. The quality of vertical communication in law enforcement organizations will, to a great extent, determine how a department is perceived both in and outside the command structure. Often the message that is being communicated by leadership is not the message being received down the organization. The ethical stance of a department's leaders is continually communicated through the processes and strategies used to conduct daily operations. The intentions, actions, and behaviors of individuals who are in decision-making positions provide the guiding principles, or policy, behind every rule and regulation.
An agency's authenticity is measured by its commitment to develop an environment that respects, empowers, trusts and motivates individuals. Its integrity is demonstrated by a willingness to participate in continuous reflective assessment of the conditions that define the organization’s ethical perspective and values. The new law enforcement environment of the 21st century calls us to better understand the dynamics of organizational ethics and to assess the impact of inconsistencies between departmental policy and individual priorities.
The Williams Institute for Ethics and Management has created a 360° organizational diagnostic of the perceived ethical strengths and opportunities. Using an online assessment called Ethical Choices in the Workplace©, this diagnostic tool is designed to assist individuals in the development of a deeper understanding of the relationship between organiizational values and individual success. The assessment measures:
- Evidence of openness and commitment to ethical communication
- Evidence of respect for individual judgment
- Evidence of organizational integration of ethics and performance integrity
- Evidence of individual trust and empowerment
- The overall organization ethical temperment (Transparency and integrity of the organizational environment, rejection of bureaucratic rigidity, commitment to social responsibility and ethical stance of agency leaders)
Here is how the CET Scan 360° diagnostic works:
The online assessment can be taken organization-wide or by department. The assessment is taken anonymously and individual responses cannot be identified. For diagnostic purposes, each person completes a brief survey of demographics (as applicable) regarding their level in the organization, gender, ethnicity, education level, etc. The results are analyzed by TWI experts to assess, across all demographics, the level of similarity of perceptions regarding the effectiveness of ethical communication in the workplace as identified in the assessment.
